A CBS investigation found it was due to the POLICIES of Democratic politicians in CA which makes prices more than $2.00/gal more than anywhere else in US.

First, they get the oil first, NE last. So these are the new prices. 
Second, they are a road dependent state. The gas taxes are needed to support the infrastructure- Ventura highway and all that. 
Third, they are heavily visited by tourists. This is one way to get money to support the heavily used roads by out of state visitors.
