That's exactly how rapists are free to continue raping. Perhaps if his victim before you had found the strength to report, he would not have been free to continue raping his victims.

No. It's defense attorneys putting the women on trial. It's police failing to process rape kits. It's DAs letting rapists make a deal for a light sentence that avoids being branded a sex criminal and forced to register. It's juries failing to convict because the woman knew the man, was drinking, was wearing a short skirt, had a history of promiscuity, or was not Mother Theresa.

Those are the reasons rapists are free to continue raping. [/quote]
