So you can try to imply things with your teen birth statistic, but when we actually look at welfare families the data is what it is: 1.7.[/quote] That's pretty close to the national average of 1.9. If you are on assistance, I would imagine you would want something close to 1 at the max. there are many states that have fertility rates below that 1.7. [/quote] First of all, average fertility includes people who have no children at all. You have to compare families vs families. Second, you falsely assume that family size is something decided after going on welfare. By definition, anyone on TANF already has one or more children before they even start. So if the average is 1.7, most of that is probably children born before going on in the first place and a minority having additional children. Also, the average time is less than two years. The typical family is not on TANF for their entire childbearing years. [/quote]
