For instance, if they paid for the majority of the buses to bring Nazis to some demonstration -- and the demonstration would not have occurred, or would have been largely a flop, without them doing so -- that seems bad. If they paid the uber fare or van rental for their informants to go to the demonstration, that seems very normal for the work they were doing. I suspect it's more like the latter than the former.
