My understanding is they created a 2nd Varsity team because the new coach came over from GC and a bunch of players transferred as a result. Supposedly, the 2nd Varsity is like a JV+ team that may play against Varsity teams from the lower level WCAC (O'Connell, Ireton, PVI, etc.) and JV against Dematha, Gonzaga, GC.
There are a couple of issues going on here. First, by labeling the team as a "varsity" team, you allow for seniors to be listed on that roster and allow them to play. Seniors can't play on JV so it would have to be managed in some way to ensure that seniors don't play on JV. Thus, instead of a senior just sitting on the bench never to see the field on the true varsity. So I sort of get the view but at the end of the day that team will not be playing on homecoming or have very many fans outside of parents. It is what it is. Second, there has been lots of rumblings at some private schools. Not so much at WCAC schools at this point but at various other private schools (at least in Philly) from alumni donors with kids in the school upset that their kids aren't seeing the field - not just football - because of scholarship/recruited players coming in. The rumors is that some of these kids are decent to good and be able to player (or have been replaced) by kids that wouldn't get into the school but for being recruited. Just a guess but this is an attempt at placating something like that.
