Any breeder is technically a puppy mill.
No, and I REALLY don't like this way of thinking, it's one quick step to justifying getting a puppy from a mill. The mills are horrifically abusive, Google some of the horrors when they have been raided. Keeping dogs warehoused in cages soiling themselves without being able to even stand up while they breed them endlessly and basically torture them before they toss their bodies on a pile and get a new one is lightyears away from the ethical breeder who who has a small number of dogs in their home, carefully plans litters and evaluates genetics, and doesn't breeds their females young or often. There should be no confusion between these two.
+1. I posted in detail (on 4/19) about how we knew our breeder was not a puppy mill. There are plenty of good breeders out there who really love their dogs and the breed. It’s not fair at all to lump them in with puppy mills.
