Elon is an ignorant lunatic. Treasury is the payer, not the approver. Every Department has its own redundant bureaucracy for budgets, contracts, authorizations, approvals, etc. because they are the experts for their program areas. It would be idiotic for Treasury to be the approval authority for programs they know nothing about. Treasury is just the finance office. [/quote]
