As far as I know, there is no designated room to unlock phones (that would require staff in addition to staff unlocking phones for kids actually exiting the building). There are no phones at lunch, according to my WHS student. Also, that would be a near impossibility in terms of unlocking pouches before lunch and locking them again afterwards. [/quote]
