Impossible comment to assess or evaluate. If there is some set of metrics the PP is using, rankings of local teams overall, eye test of specific teams in a specific context, relative weakness of DC-area MD-based teams at the 28 level (Next Level, BLC, MC Elite, etc) we could better evaluate the point.
