I've never taken a single one. Please enlighten me. It's about the general notion of creating or reducing risk. Not explicitly for pills, but, also weapons. And even if it serves as a psychological deterrent to some effect or degree--make it harder for people to feel comfortable/confident/at ease attempting an activity, then you can decrease those incidents.
