The certified teachers are out there but are choosing not to teach. If districts were really smart, they'd talk to those teachers and see what they could do to get them back. For some, it would be more money but for most it would be enforcement of school rules (not hard to do), getting rid of the majority of testing which wastes instructional time, getting rid of all of the BS extra crap like a million hours of trainings that are mostly useless, double daily planning time and figure out how to get enough people in to make that happen.
