He wanted it to be a secret and allegedly most of the Russian state apparatus was not brought in and caught flat footed. Given history of past Russian leaders he will not back down until Russia is devastated. It took 5 million dying of starvation for Lenin to allow US humanitarian aid/food kitchens to be set up in Russia.[/quote]
