That is a confusing statement they have not explained, as they have also said they are implementing changes to the SOLs in 2023.

No - they are finalizing and approving the changes to the SOLs in 2023. They don't get fully implemented out until two years later.

2017/18 - crosswalk (test out changes to assessments)

Thanks.  That explains the changes to Loudoun's middle school classes in recent years, with different pathways last year, this year, and next year.
However, doing a field test of changes when you are revamping the classes so thoroughly is very difficult.  They might have a different plan this time around.
It's not like they can just add a few topics to the SOL when they are blending 3 or 4 classes together.[/quote]
