Anyone home born or born in rural areas where parents didn't "register" their children when they were born, and were never in the system in terms of social security etc. There are more than you think. I swear, there are a lot of right wingers demanding IDs to vote who have no clue how so many in this country were born and raised, particularly in rural areas.
