Why waste a ton of money on that? Things have gotten so bad now that opening schools would be total madness. Even the places that opened schools back in September and caused the surge have already had to shutdown.[/quote]

Because eventually schools are going to reopen this year or next.  This work takes a lot of man hours. Instead nothing is being done to prepare as Jack is assuming the world will magically revert to March 2020. He's content on doing what he does best, nothing.[/quote]
