There are plenty of poor kids who don't go around rioting and stomping people in the head. It's not only that these kids are deprived and traumatized; but also that the city isn't engaged in policing efforts to stop them from ganging up how they please. The "bad" kids know they have impunity, and they exercise it. [/quote] Agreed. If you behave poorly and get away with it over and over, you will continue to behave poorly. Not rocket science. Especially when DC leadership chooses to make excuses for their behavior.[/quote]
