Nope. His camera was pointed directly at her - so in her face is accurate. And he didn't have a ticket to sit there because the bleachers surrounding Meghan + her entire section were empty on purpose.

He targeted her by crossing an empty stairwell to get to where the Indian family were sitting.

He wasn’t.  You can zoom in and see he was taking a selfie with the game behind him.
