The move came after a two-week controversy in which students and alumni objected to residents around the urban campus using “The Yard,” the school’s hallowed central lawn, as a place for picnics, sunbathing and, especially, dog walking. In an email sent to the “Howard University Family” on April 19, President Wayne A. I.
