Then here is the question of whether a lawsuit over school closure procedures either has merit or would cause MCPS to reject H.  Note this has nothing to do with whether H is the best option.  The lawsuit isn't a claim of "we don't want it, so don't do it."  It is procedural: 1) Does this qualify as a school closure under the law; and if so 2) Has/Will MCPS follow appropriate procedures.
