Most of the country may not be actively fighting ICE exactly like in MN (yet), but "most of the country" does not approve of ICE tactics. Trump is sensitive to polls. While he craves attention at all times, this is not the type of attention that he wants right now. It's not a good look. He's nuts, but he's not an extreme ideologue like Stephen Miller in terms of the immigration issue.
