This. Domino effect is clearly what they are saying. McLean is over capacity...so sending seats to Langley helps. Similarly, Langley sending a feeder to Herndon helps. South lakes and Centreville and Westfield are all in play. Even Oakton has a split feeder that may be re routed to the new school.
