Yes. They're describing the same conditions they regularly warn of as storms are advancing. The main difference here is that they're doing it a day before.

Unfortunately I don’t think this will be the case.  They will be letting kids out in the midst of severe weather, even with the early dismissal.  It’s supposed to start pushing in around 10:00 am and get progressively worse during the day.  I saw an infographic that said that everything will really be ramping up between 12:00-2:00.  I hope MCPS made the right call. [/quote]
