It is a great goal, but there are many measures that go into determining 4 star vs 5 star status. The data shows on Maryland Report Card data base that one of the lower scoring sections is how students in the EML program are doing. I would think it would be better to make sure that group is getting and accessing the support they need rather than pushing students who are already doing so much to do even more. [/quote]
