You are incorrect. In Britain and France the COVID vaccines are still approved in those countries for people who would like to take it. In the United States, the Food and Drug Administration has limited approval of the vaccine to older adults, meaning others must seek the vaccine off-label and may need to pay out of pocket. That makes access essentially impossible as discussed in the New York Times citation below.
