Not the same thing.  That is an actual prayer service, and it's not like the bus driver is blasting Joel Osteen or Billy Graham.

The Muslim equivalent would be Dawud Wharnsby Ali CDs.

If FCPS wants to work something out that drivers aren't allowed to play anything, that's fine.

Someone is likely to be offended/annoyed by something at some point.
