First, if you want anyone to believe this is an actual grant you need to share the citation.

Second, the broader goal is probably trying to promote an open and free society in a country that could be susceptible to Russian influence or pressure.  I think we can all see why it is in our country’s interest to keep Russian in check.

Third, do you don’t support this program. Fine. Write to your member of Congress telling them the kind of democracy programs you want them to appropriate funding for and which you don’t want them to appropriate funding for.  You might also ask your member how this program
Support’s US interests.  That question would be referred to the agency running the program. The answer could be interesting, even if it doesn’t change your mind.[/quote]
