They did this when they thought Jessie Liu was prosecuting too few hate crimes, and successfully got her to increase the prosecution of hate crimes. The thing is, all prosecutions were down - but the Council specifically said they were only interested in looking at hate crimes, and ignored violent assaults and shootings. The title of the hearing was "Hate Crimes in the District of Columbia and the Failure to Prosecute by the Office of the United States Attorney." No effort on any other crimes, even as prosecution rates got much worse in the years since. I don't know why residents make so many excuses for the Council.
