78% of all Maryland students between 3rd-8th grade are not proficient in math according to the standardized testing. We are arguing why Baltimore city is 22% less proficient than the rest of the state. Why aren't we concerned that overall, there are only 22% of students proficient? It's not about garage floors.
When 78% of students failed to pass a test to measure if they have mastered or are proficient the knowledge, the state needs to review their test and remove test materials that are too hard. Public schools should teach to mid 50%, and expect 75% of students pass the the test. When a teacher is not allowed to fail any student, the state should not fail any student with its test.
