They then have to rely on Norfolk Southern to supply water for the rest of their lives? Or likely Norfolk Southern spins that part of their business off as a subsidiary and then declares bankruptcy. And families won't be able to resell their house? I think $25k plus $10k per house will not even remotely cover the cost of setting up a water utility and distribution piping for the community.[/quote]
