If their well water is contaminated what then?  They then have to rely on Norfolk Southern to supply water for the rest of their lives?  Or likely Norfolk Southern spins that part of their business off as a subsidiary and then declares bankruptcy.  
And families won't be able to resell their house?  I think $25k plus $10k per house will not even remotely cover the cost of setting up a water utility and distribution piping for the community.[/quote]
