There have been several reports that it is maneuverable..... starting with the pentagon spokesperson in a press conference yesterday.

IMO - this is even more reason to down the balloon.  Find out what is there........ and, of course, send a message to China that we have, and will keep, their toy.

I would say somewhat maneuverable. Typically, all they can do is change altitude and hope the winds slightly differently. This technique has been around forever.
