You trace weapons from the seller to the owner. Some guns won't be recovered, and some will be picked up at traffic stop and house searches, in which case the people they are found with will get a hefty fine and prison time. But you reserve the worse of the fines and prison time for gun sellers and manufacturers. Every single gun found on an unauthorized person means a fine for the manufacturer, and the seller if we can trace the sale. This will push them to tighten controls drastically on authorized sales (to law enforcement and perhaps a few licensed, trained, psychologically-assessed, and background-checked private owners) or push them to bankruptcy, either is desirable. That's what we haven't yet done, and we need to start doing. Individuals can print a 3D gun, but most guns in the US are made by traditional manufacturers. They need to be held responsible, just like cigarette companies were held responsible for lung cancer and unethical marketing and lobbying. Most gun deaths do not happen in shoot-outs with "bad guys". They happen inside homes when people kill others accidentally. They happen when people commit suicide. There are just too many guns! The "bad guy" narrative is a false construct created by the NRA and gun lobbyists. But with that gun ban, you will ALSO prevent mass shootings. [/quote]
