Expired ID has been acceptable in the past. This is a new proposed requirement.

Why do you need to be wealthy to help someone vote by mail?  Why do you need to be wealthy to help someone to get the DMV to get a free ID card?  Presumably they either had help getting to a polling station or help filling out a mail in ballot in the past.  [/quote]

Oh yeah, you're right.  You have to fill out this form and get your picture taken.  For free.  With assistance if needed.
