People here seem to think it's going to give some advantage to less qualified students, but all it's doing is ensuring qualified kids get considered regardless of how involved their parents are, which is particularly important for schools that have more parents who don't speak English or who don't have the time to learn about these programs because they're working multiple jobs. The report on the AAP program actually suggested moving to a blanket lower threshold and then removing the possibility for parent referrals. I can't remember if the report gave a number, but I've seen some districts automatically consider any kids who score 95th percentile. [/quote]
