He's not dumb like Trump. To put it crudely, he's skipping the foreplay and going straight for the action. People forget - Biden was Chair/Ranking Member of the Senate Foreign Relations committee since 1997. So he's seen it all. Met with thousands of dignitaries. Known every U.K. Prime Minister since Edward Heath in 1972 (Thatcher didn't even show up until 1979) and every French President since Pompidou. He knows where he can push and where he can slide. He also knows that if you want to accomplish something via normal diplomatic channels *you send Ambassador A to meet with Minister B then Undersecretary A places a call to B then a year later you actually have face to face meetings between the heads of state who agree to C but Country D objects and wants to be brought in with E*. It's whatever. It would take years. In 8 months by brushing aside the foreplay if you will, ordering his foreign team to set out the contracts, and move on - we've gotten out of Afghanistan and signed a multilateral deal with Australia.
