Great.

Now you need to get the permission of the women and girls who would be their surrogates. If they're not willing to go through 9 months of pregnancy, and then labor and delivery, then it's not a deal.  Maybe if you advocated for states to pay $$$$$ to women to give birth it might convince some. Pay all their medical expenses. Pay for all their maternity clothes.  Pay them sick leave for when they are sick. Pay them unemployment when they are fired because they were out sick too much. Pay them maternity leave and pay for PT / nutritionists / gym membership so they can recover something of their bodies, and pay them $$$$ for the use of their bodies and the fact that they will never be the same after giving birth to a child they didn't want to carry in the first place but were forced to.  Offer that and you'll probably start getting more babies for the couples looking for "healthy" ones.
