I think GA is likely just trying to achieve critical mass to support the league. ECNL has the numbers to support pro/rel, but it's doubtful to happen there. Pro/rel in a elite level youth system tends to reinforce alot of the bad characteristics of youth sports:

[list]Two or more tiers can make it harder to regionalize travel at the higher level[/list][list]ECNL, GA, and CCL are all club based leagues that can economize by traveling as a club for the most part, which makes it hard to relegate teams without disrupting other age groups. [/list][list]In high density areas like NoVA, where there are multiple clubs within range for most folks, relegating a club or team effectively destroys that club because players will just go across the street to play for another club at the same level.[/list][list]Pro/rel reinforces a win at all costs mentality within clubs. That might be okay at U18/19 but it's not conducive to development of a player pool at U14.[/list][/quote]
