[/quote] I don't think they are strays, but outside dogs. Most are friendly, fed dogs that someone or neighbohood is caring for. Now if there are pack of stray dogs, then I would be concern/nervous.[/quote] Um no, stray dogs are very common throughout Central and South America, and yes, even in packs. I observed this in Costa Rica, Venezuela ( by far the most common and distressing), Colombia, Ecuador ... ( don’t remember many stray dogs in Peru, however). They were much more common in rural areas, often living around town trash dumps right outside of cities. Most countries do not have the same intensive neutering and animal control programs we do. That being said, I love traveling in South America , but cannot deny that one will run into stray dogs ( many malnourished ). This is one of many reasons some people prefer cruises and resorts.
