If you look at how the estate tax is currently implemented, the dichotomy is between having a shit ton of money but having to pay fancy lawyers and jump through hoops to keep it, or just having a shit ton of money and skipping all that.

This has a massive amount of lobbying juice behind it because it effectively solidifies an aristocrat class in the United States.
