He is using a legal loophole, and in my opinion, should be told to stop at the end of the school year. In fact, any family in DC can ask the chancellor for a special placement to any DCPS school outside the lottery process although chances of getting one are slim. But he's not CHEATING. Cheating is when you don't disclose where you really live and present fraudulent documents. Both are wrong. You can decide and debate which is worse. [/quote]
