The senate is already structurally constructed to give small rural state more power vs large states. The filibuster increases this in balance and gives the small rural population a disproportionate representation. In addition filibusters stops all change. If a new party wins the senate they should be able to pass laws on a simple majority. If you want to filibuster you have to show and hold the flood. [/quote]
