Sort of.  It's all governed by section 6241, which says that an emergency situation causes a disruption of supply of oil that is likely to cause big price increases, big enough to affect the economy.  It does not require a shortage so severe that there is no gas at the pumps.  The emergency is the war which has disrupted the global supply of oil.  That fulfills the first part.  Prices were going up and it was affecting the economy.  [/quote]
