No, actually what it says is "Are changes in the quality of [state] standards related to changes in [state] achievement [as measured by NAEP test results for reading and math]? Again, the answer is that they are not (correlation coefficient of 0.08)." That is not the same as "Changes in standards don't affect achievement."

Do I believe that they found what they found? Yes, I do. I don't think it was a fraudulent study. I do think that they did not sufficiently control for demographic variables. I also think that the study does not rule out the possibility that that the quality of standards does affect education (using whichever outcome measure you want to use), but that the effect of the standards is small compared to the effect of other variables, particularly the demographic variables, and therefore the study was not able to measure it.[/quote]
