It's reasonable to assume victory is not inevitable, at least any time soon.[/quote] Lots of people would also rather avoid a great-power confrontation and all the consequences foreseeable and unforeseeable that would come from it. At the end of the day whether some Russians pay their taxes to Moscow or Kiev isn't really that big of a deal, and not one to risk a major conflict over.
