russia mined the dam in October and has been threatening to blow it up since then.

They did this because they panicked about the upcoming counter-offensive.

They even passed a random yet oddly specific new law on May 31st that suspends, until 2028, the requirement for investigations if a hydroelectric dam in the occupied territories gets breeched.

It was russia.  russia did this.  russia did this because they are scared of another epic humiliation and the flooding provides some limited defensive benefits.

Ukraine has lost hundreds of armor and thousands of troops in the last few days, including western tanks like the AMX-10RC. They also looked like conscripts driving around in random directions in equipment they are unfamiliar with. No way Russia floods their own defensive positions and cuts off Crimean water for that.
