So taking that into consideration I've got a solution.
If you don't want your taxpayer dollars going to droves irresponsible families having baby after baby...move.
There are plenty of states with family cap policies which deny additional benefits or reduce the cash grant to families who have additional children while on assistance.

Problem solved.
