The Council never had enough fortitude to correct them with any success. What's left is raising taxes every few years to pay for compensation increases. Otherwise, leaders have to do two things: slow compensation and build a more robust economy by attracting more business. Who has the best approach to doing that? Who can build consensus with the new Council to make those two things happen? [/quote]
