The palace is trying to stop Parliament from making Andrew testify. Below is just one of many reports about why--Charles and William don't want a broader investigation into royal finances, leases on Crown Estate properties, and the rest. Which is really too bad, because this is one of the few opportunities where some investigative body would let Andrew go full blast on Epstein and Trump.
