They were almost all here legally.

The question is whether the work they were doing was permitted under the visas.
They are allowed to come here and install equipment and train people on their use. 
The allegation is that some of them were doing more than installing specialty equipment and training people on their use.  Some people say they were doing basic construction that could have been done by domestic labor.

The problem now is that they weren’t able to finish training the permanent workers.  That’s why Trump wanted them to stay.  After they were chained to walls all but one declined to stay.   The one who stayed has family here.
