MLS Next II account the clubs that are in it.  Each club has different level of teams. So Coppermine probably already has a team in MLS Next and this is their next lower team in MLS Next II. Probably made the move because ECRL North Atlantic and Northeast South have weird overlaps so forces too much unnecessary travel for a regional league.
