It's not a crime to see a ballot as an election official as long as you don't coerce or intimidate the voter.

When I did it, we weren't even allowed to say anything if we saw a ballot going in blank. All you can do is say "thank you for voting" and "here's your sticker for coming out today" . [/quote]
